Revert changes to use unified po4a

https://gitlab.com/kicad/services/kicad-doc/-/commit/0fa231905a640bc01e1a788a868f98679a3b8261
switched use of po4a-translate (deprecated) to unified po4a
with a config file. However, it caused issues with multithreaded doc
builds. Reverting the commit, at least for now, to go back to something
that doesn't cause issues for packagers.
